Minutes of the ISTA Special Board of Directors Meeting on January 28, 2023

SECRETARY’S REPORT – No Secretary’s Report was given due to being a special meeting.
 
TREASURER’S REPORT – No Treasurer’s Report was given due to being a special meeting.
 
OLD BUSINESS
 
Revising State Team Target Requirements – This issue was discussed previously but no vote was taken.  There was more discussion about if the target requirement is lowered, if that would hurt the small clubs because not enough targets would be needed to make the State Team.  It had been talked about lowering the requirements to 1500 Singles, 1500 Handicap, and 1000 Doubles across the board.  After more discussion Pat Haskins made a motion to lower the Men’s & Sub-Vet to 2000 Singles, 1500 Handicap & 1000 Doubles and raise Sub-Juniors to 1500 Singles, 1500 Handicap & 1000 Doubles.  Stan Systo seconded the motion.  A roll call vote was taken due to having some Directors on the phone & some in person.  All Directors voted Yes to the motion.  Motion carried.
 
NEW BUSINESS
 
Golf Carts – John Kravanek asked Pat Haskins what the liability would be if ISTA rented carts for other people who requested them.  Ned did it as a courtesy.  Pat suggested Brittany rent the carts to anyone else wanting to rent.  Bill Maiden suggested whatever company we decide to go with, put their information in the program with a date they need to contact the company in order to rent a cart for the state shoot and those carts can be delivered when the company brings the ISTA carts.
 
ISTA Ad in Trap & Field Magazine – Joan Maiden talked to Valerie McKenzie regarding the ISTA ad in the Trap & Field Magazine.  Valerie indicated in the past we have ran a full page ad in March, April, May & a half page ad in June.  It costs $500 a month & $350 for a half page in June for a total of $1850. Joan asked how many months other states put their ad in and she said most do 2 and some do 3.  After further discussion, it was decided to put a full page ISTA ad in Trap & Field in March and May since the programs will be going out in the mail in April.  For the US Open, the cost is $100 for a quarter; $150 for a half page & $250 for a full page.  In the past Ned has put in a quarter of a page for $100.  Everyone agreed to up this ad to a half page ad for $150. This was a savings of $800.
 
Inconsistencies with State Shoot Program Ads -  Joan reported since she is working on the program alone, she has noticed some inconsistencies in the costs of different business ads.  For example, Kolar donates $300 and a knife and they get a free full page ad.  Dennis Baker donates $1000 and has to pay for his full page ad. White Flyer donates $2,000 and gets a free full page ad.  Michael Gooch donates $400 + $100 for his ad, which is more than Kolar donates.  Winchester doesn’t pay for their ad at all, but Ned put one in there.  Winchester Trap & Skeet Facility has joined ISTA & ATA & will be throwing registered targets. I’ve been in touch with Steve Dinkelman & Rick Ethridge & they are going to put an ad in the program, but it will be for their club.  They said they would try & hook me up with someone in Corporate marketing to actually sponsor the Saturday event instead of having it say it is “Presented by Winchester”. The board decided to remove “Present by Winchester” and leave it without a sponsor if they do not donate any money.
 
Contract between ISTA & Brittany – Pat Haskins said he received an email from Mike Dennis asking him about a contract between ISTA & Brittany for the Hall of Fame Building. He said he told Mike we have a letter of agreement with Brittany that Carol signed for the current ISTA building that basically says when we put up a building on the grounds of Brittany Shooting park, Brittany will lease the building for $1 a year for 99 years.  Pat said he knew Carol was given a copy of that letter of agreement.  It was not a formal document that was filed with the county.  If and when we put the HOF building up, there will have to be a surveyor survey the property and the reason for that is because that building will be a 501C3 museum and BSP can apply for tax relief.  Then proper documents will need to be prepared that will show the long term lease agreement between HOF 501C3 and BSP and that will be filed with the county, and it will run with the land.  Bill Duncan asked Pat if that means they should not break ground until that survey is done and Pat said that was correct.  Then when it comes time that you start construction then the long term lease agreement will be formalized and that will be filed with the county.  It was decided the HOF committee should handle this.  
 
ATA DELEGATE REPORT – No delegate report was given due to this being a special meeting.

ADJOURNMENT – The board was in agreement to adjourn the meeting and the people who were attending in person remained at BSP to go over the
